Sen. Chiz confesses relationship with Heart Evangelista

type='html'>Senator Francis "Chiz" Escudero finally revealed that he is in a relationship with celebrity Heart Evangelista.

In the last co-hosting assignment for ABS-CBN's daytime talk show "Kris TV" hosted by Kris Aquino on Friday, Escudero opened up regarding his fresh love.

"I would certainly want to believe so, yes," Escudero told Aquino when asked if Evangelista is his girlfriend.

type='html'>Maria Leonor "Leni" Robredo, widow of former Interior and Local Governemnt Secretary Jesse Robredo, is set to announce Friday afternoon whether she will join the congressional race in Camarines Sur's third district, her daughter said.

"I think she is supposed to announce her decision this afternoon pa," Robredo's daughter Aika posted in her Twitter account mid-Friday.

She posted the tweet as a response to a news report which claimed that her mother has decided to accept offers from her husband's allies to seek Rep. Luis Villafuerte Sr.'s seat in Congress.

Villafuerte is serving out his last term and will be running for Camarines Sur governor against his grandson Miguel Villafuerte.

Earlier Friday, the Robredo widow posted via her Twitter account: "Can't believe this is happening."

Reports of her congressional bid come amid calls for her to join politics and to even run as senator, following the highly publicized death of her husband.

The Robredo widow, meanwhile, has agreed to head the Liberal Party in Camarines Sur at the prodding of President Benigno "Noynoy" Aquino III and newly appointed Interior and Local Government Secretary Manuel "Mar" Roxas.

Robredo has also delayed plans to join the judiciary to focus on the LP campaign for the midterm elections in 2013, reports said.

This, after the Judicial and Bar Council shortlisted Robredo for Regional Trial Court judge in Bicol a few days after her husband's funeral.

Robredo had also earlier reportedly asked the JBC to instead give her a post in Quezon City, where she intends to reside with her three daughters.

Psy provides 'Gangnam Style' home having costless show

type='html'>South Korean rap artist Psy brought his hit "Gangnam Style" home Thursday using a loud no cost show in Seoul, capping a month of global chart success which changed the puffy 34-year-old within a nationwide hero.

The municipal govt wrapped up off piece of the city center and expanded subway operations for the approximated 80,000 fans who loaded the open location outside Seoul City Hall and spilled out into the surrounding streets.

"I did certainly not get right here since I was deserving of it. I'm here due to of all of you. I'm just a fat man with two kids," the singer told the ecstatic, dancing crowd at the show-- streamed live to an international audience via YouTube.

"It's a golden chance to show the world how effectively we Koreans play," Psy shouted.

The video clip to "Gangnam Style", featuring Psy's much-imitated horse-riding dance, went viral after its July launch on YouTube, where it has now notched up more than 350 million views.

Just about overnight, Psy was changed into South Korea's best-known social export, being successful where the manufactured girl and boy bands of the native "K-pop" sensation have failed, by revealing into the US market.

Despite being sung almost entirely in Korean, the song is presently top of the British charts and number two on the US Billboard's Hot 100 chart.

During a hugely excellent US promo tour last month, Psy made a guest presentation at the MTV awards in Los Angeles, taught his trademark dance to Britney Spears, and was given a part role on NBC's "Saturday Night Live".

His horse-riding moves have been copied, parodied and mention in almost every conceivable situation.

Jay Leno's "Tonight Show" produced a mock-up video revealing US presidential candidate Mitt Romney performing the dance at the Republican meeting, when West Indian batsman Chris Gayle has adopted it for his celebrations at the ongoing World Twenty20 cricket competition.

Even Stalinist North Korea jumped on the bandwagon, posting a "Gangnam Style" parody on its official government website that mocks Park Geun-Hye, the conservative front-running candidate in South Korea's presidential election.

The Gangnam of the headline is Seoul's most affluent residential and shops district, lined with luxury boutiques, top-end bars and cafes frequented by celebrities and well-heeled, designer-clad socialites.

The video nudges fun at the district's way of life, with Psy carrying on through a world of speedboats, yoga classes and exclusive clubs.

Psy, whose real name is Park Jae-Sang, is a product of Gangnam, having been born in the neighborhood to rich parents.

A relative veteran after more than a decade on the Korean music scene, Psy had recently built up a dedicated fan base that stuck with him through various ups and downs, involving an early brush with the law for smoking marijuana.

In 2007, he was commanded to offer a second period of mandatory army service after it was exposed he had proceeded with his showbiz interests during his first two-year work.

While some reports in the Western media have suggested Psy's in other countries popularity may be linked to bad Asian stereotyping, the confusing Korean reaction to his triumph has been one of national honor.

Thursday's concert may have peaked with the entire crowd horse dancing to "Gangnam Style", but it kicked off with a mass presentation of the Korean national anthem.

The South Korean government refers to trendy culture as a powerful export force that gives worldwide visibility for a country that still feels overseen compared to neighbors China and Japan.

It has committed massive time and money supporting the so-called Hallyu (Korean Wave) of TV shows and pop music that swept off throughout Asia in the previous several years.

"It absolutely helps in our branding efforts," Lee Bae-Yong, chair of the Presidential Council on Nation Branding said of Psy's global breakthrough.

Sotto 'unaffected' by online critics, says daughter

type='html'>MANILA, Philippines -- Sen. Vicente "Tito" Sotto III remains unfazed amid the barrage of criticisms hurled at him over his part in the controversial anti-cybercrime law, his daughter said.

"My dad, may prinsipyo 'yan, kaya pinaglalaban niya talaga 'yung pinaniniwalaan niya. And I admire him for that, kasi he doesn't care kung ano ang itapon sa kanya," Ciara, the senator's daughter, said in an interview with ABS-CBN News' Marie Lozano on Wednesday.

In recent days, the senator was the target of criticisms from netizens for having inserted the online libel clause in the controversial Republic Act No. 10175 or the Cybercrime Prevention Act of 2012.
Senate records credit Sen. Sotto as behind the said provision, which may send an erring Internet user to prison for up to 17 years.

Early this week, the lawmaker admitted he proposed the inclusion of the online libel clause, but denied it was a last minute insertion.

He also said the proposal was not in retaliation to the alleged cyberbullying he received after his turno en contra speeches against the Reproductive Health bill in August.

At the peak of the debates over the RH bill, Sen. Sotto was accused of having lifted parts of the said speeches from other published materials online. At the time, the senator claimed to have been a victim of "cyberbullying."

"'Huwag niyo nang pansinin, masanay na kayo.' He doesn't care, ang galing ng dad ko. Hindi talaga siya naaapektuhan, patawa-tawa pa siya," Ciara said.

"[Pero] kami ang naaapektuhan kasi anak kami," she added. "When it comes to my family naa-affect talaga ako, pero now, natutunan ko na na dedmahin ko talaga, and not just mind them. Block lang nang block."

Herself having become the target of criticisms for coming to the defense of her father, Ciara said she is now used to coming across "haters" on the Internet.

"Nasanay narin naman ako na ganyan, kasi you really can't please anybody and I accept that," she said.

"I won't stop just to please them. And I wont stop naman para mainis sila. I'll just say what I feel, and I know naman the truth, and it doesn't really bother me anymore," she added.

Marcos joins other senators disowning cybercrime libel

type='html'>MANILA, Philippines - Despite being among the 13 senators who approved Senator Edgardo Angara's anti-cybercrime bill, Senator Ferdinand "Bongbong" Marcos Jr. on Wednesday disavowed knowing about the libel clause in the new law.

Marcos wrote in his Facebook account that he was "away on official business" when the libel rider was introduced and approved on second reading in January 24, 2012.

Senate records credit Senator Vicente "Tito" Sotto III as behind the Internet libel rider in Republic Act No. 10175 may send an erring Internet user to prison for up to 17 years.
Sotto has denied inserting the libel clause and said he only "suggested" that it be included in the legislation.

"The cyber crime bill has been passed into law and that is it for now. The committee report that I signed did not contain the libel clause," Marcos said.

However, Senate records showed that on third and final reading January 30, 2012, Marcos signed Angara's version of the bill that was used in the final version approved by the bicameral committee and sent to President Benigno Aquino for signing.

The other senators who approved the anti-cybercrime law proposal on third and final reading were Sotto, Loren Legarda, Francis Escudero, Gregorio Honasan II, Aquilino "Koko" Pimentel III, Pia Cayetano, Bong Revilla Jr., Jinggoy Ejercito-Estrada, Panfilo Lacson, Lito Lapid, Ralph Recto, and Manny Villar.

Only Senator Teofisto "TG" Guingona III voted no.

Angara, the bill's main author, did not vote.

Senators Escudero and Alan Peter Cayetano have vowed to file Senate bills amending the legislation.
"This is no time to make excuses nor to blame anyone for what I cannot agree to with regards the libel clause. Having said that, I would rather be accused of a lapse in supervision than not do anything to correct it," Marcos said.

He said he is also an internet user who had his "share of libelous attacks both in traditional media and in cybermedia."

"It will be a fatal mistake to muzzle our voices in this medium that is the most democratic and empowering to the individual that technology has given to us," he said.

Marcos said RA 10175's "libel clause must be amended and free speech upheld."

"I will file a bill to that effect and support all efforts made in the same direction," he added.

Marcos did not mention other controversial provisions of the law, including warrantless monitoring of users' data and takedown of websites without court review, which are now being questioned before the Supreme Court for being unconstitutional.

On Wednesday, the government uploaded on its Official Gazette website transcripts of the Senate deliberation on the Cybercrime Prevention Act of 2012 “from the time it was sponsored by Senator [Edgardo] Angara up to the discussions on the bicam report.”


“Online libel was inserted by Senator [Tito] Sotto in the Senate deliberation. The takedown clause was also inserted during the Senate deliberation for the record. However, the penalty on the libel provision was inserted in bicam,” Presidential spokesman Edwin Lacierda said.

Senators Escudero, Alan Peter Cayetano, Pia Cayetano, and Angara have vowed to file Senate bills amending the legislation signed into law September 12 by President Benigno Aquino.

Nancy breaks silence on Hayden 'romance'

type='html'>MANILA, Philippines -- Former actress and TV personality Nancy Castiglione has finally gone on record to respond to her alleged romance with former doctor Hayden Kho, which spelled the controversial breakup between him and his long-time partner, celebrity doctor Vicki Belo.

"After paglabas nung issue na 'yun, super nagulat ako. kahit 'yung mga sagot ko hindi ko alam kung saan nanggaling. So pagkatapos noon nag-research ako. Until now, hindi ko talaga alam how I was involved," Castiglione told reporters during the 2012 Esquire Ball held Tuesday night.

Last February, Castiglione was identified as the third party in the separation between Kho and Belo. The former actress was reportedly seen kissing the former doctor at a bar in Taguig.

Following the spread of rumors about the alleged affair, Belo, in a statement, said that "she is letting [Kho] go," so he won't have to "hide" his romance with Castiglione.

Castiglione, who is married and with children of her own, at the time, vehemently denied any involvement with Kho. She maintained, through her manager Arnold Vegafria, that she is merely friends with the former medical practitioner.

Until Tuesday evening, Castiglione had refused to speak of the rumored romance in her interviews.
"I never have time to get pissed off," Castiglione said, referring to her supposed "role" in Kho and Belo's breakup. "Nanay ako ng dalawang lalaking kambal, so I didn't have time. And I'm at an age now na 'yung mga importante sa 'kin iba na."

Explaining her long-kept silence on the issue, she added: "You know, you speak when you know what you're talking about. Nagulat talaga ako. Wala akong alam. Ba't ako magsasalita?"

Eight months since the controversy erupted, Castiglione said she only wishes for the parties involved to "move on" and be happy. She also expressed regret over the end of Belo and Kho's relationship.

"We haven't talked unfortunately since then," she said, referring to Kho. "It's unfortunate, honestly. Medyo sayang, just to keep everyone happy and let it just go."

After the breakup, Belo remains single despite being linked to a number of men, including her yoga instructor Al Galang. Kho, meanwhile, is staging his showbiz comeback via a movie under Regal Films.

type='html'>MANILA, Philippines - Actress Maja Salvador said she's lucky to have her friend Enchong Dee as her newest leading man for ABS-CBN's newest series "Ina Kapatid Anak."

"Si Enchong ay nanggaling sa isang successful na love team at ngayon ay nabigyan naman kami ng chance na magkatrabaho together. 'Yun nga sinasabi namin sa isa't isa na ayaw kong makipag-compete doon sa past na love team niya. Kung ano lang 'yung kaya naming ibigay, 'yun lang ang ibibigay namin," Salvador said during a press conference for the new primetime drama, which will premiere on Monday, October 8.

Salvador also believes that she will enjoy working on the project because Dee is her good friend in real life.

"Grabe kasi ang friendship namin ni Enchong. Hindi ba kapag magkaibigan kayo tapos ay magkatrabaho kayo, kahit paano ay may chemistry naman kayo," Salvador said.

But as early as now, Salvador doused all speculations that Dee would help heal her broken heart after her recent break up with actor and athlete Matteo Guidicelli.

"Kahit wala pong Enchong eh wala na pong lamat," Salvador said.

Yeng admits to have a crush on Ryan Bang

type='html'>MANILA, Philippines -- Singer Yeng Constantino admitted that she used to have a crush on Korean comedian Ryan Bang but denied that the "It's Showtime" host courted her.

"Hindi naman," Constantino said on the ABS-CBN morning show "KrisTV" on Thursday hosted by Kris Aquino, when asked about the Korean.

But guest co-hosts Melai Cantiveros and Jason Francisco revealed that Bang really pursued the singer.

"Alam mo noong nag-concert (si Yeng), pumunta kami. Si Ryan Bang ang nagsabi sa amin sa na pumunta kami doon sa concert. Nandoon si Ryan," Cantiveros said.

Cornered, Constantino then admitted that she had a crush on Bang. "Naging crush ko po siya dati. Opo," said Constantino, who doesn't have a boyfriend.

Currently, Constantino is finishing her fifth album, which she said will add a techno vibe to her pop-rock sound.

Mom says Jessica Sanchez proud to be Filipino

type='html'>MANILA. Philippines -- Editha Sanchez, the mother of "American Idol" runner-up Jessica Sanchez, came to the defense of her daughter, saying the young singer considers herself a Filipino.

In an interview with ABS-CBN News on Tuesday, Editha said Jessica actually grew up closer to her Filipino relatives.

"I'm Filipino, she's half Filipino, half Mexican. But she's closer to my family than she is with her dad's family. She's growing up in more of a Filipino culture than a Mexican culture. She's proud to be Filipino and I'm proud about that," she said.

Editha also commented on the remarks made by Charice's manager Courtney Blooding on Twitter last week where she raised her doubts about Sanchez being "part of Filipino pride."
"Oh my gosh! I think, to me, it's unfortunate that it's negative. But it's awesome that it's Charice. She's amazing and Jessica thinks she's amazing," she said.

Editha said Jessica actually feels honored that she is being compared to another international singing sensation.

"It is a privilege to be compared to Charice Pempengco. It is unfortunate that what's coming out is a little negative but it's awesome because we look up to Charice, we know about her. She's a great singer. You don't find a lot of singers like that," she said.

Editha said Jessica thinks Charice's voice is phenomenal and to be compared to her is an honor.

Overwhelming reception

Meanwhile, Editha shared that she and Jessica still get overwhelmed by everything that's happening to her right now.

"It still hasn't hit me yet. I'm just taking it day by day. There's so much that has happened, when I think about it, it's just crazy. I feel blessed and I'm so proud of her. She's done so much at a young age and she's worked so hard," she said.

While she knew that her daughter would have a singing career someday, Editha said she wasn't prepared for something this huge.

"Jessica is my daughter. I've always known that she's gonna do music, this is gonna be her career, but I didn't know that it's gonna be like this. I wasn't prepared for this basically," she said.

According to Editha, they never had the chance to bond as a family since " American Idol" started.
"We've been living in hotels since January. Being with the boys, with my husband, we haven't done that since December. It's just crazy," she said.

She and Jessica, however, are hoping they could spend time together soon when they go back in San Diego.

Jessica will be staying in the Philippines for a few more days but she vowed that she will be coming back next year.

Owner of farm where Palparan hid found dead

type='html'>BONGABON, Nueva Ecija—The owner of a farm where fugitive Maj. Gen. Jovito Palparan reportedly hid in January was found dead in a river in Barangay (village)Labi here on Monday.

Police said the body of Wilbur Barillo, 48, a former Army sergeant and owner of a banana plantation in Barangay Pesa here, was found along with that of farm caretaker Danny Nanep.

They had bullet wounds and their bodies were already decaying when found by a fisherman near the banks of the Labi River at 3 p.m. on Monday. The area where the bodies were found was more than five kilometers from the Barillo’s farm in Barangay Pesa.

Chief Insp. Jonathan Alayan, town police chief, said Barillo’s feet were tied with packaging tape while his hands were bound by a piece of cloth. Nanep, he said, was handcuffed.

Alayan said the victims were found two days after suspected robbers destroyed the farm’s wire gate and entered a farm house on Saturday night. The robbers, he said, took out the battery and wheels of Barillo’s van.

While policemen and Nanep’s relatives declined to confirm it, residents here said Barillo’s farm was raided by National Bureau of Investigation agents in January on suspicion that Palparan was hiding there.

The agents failed to find Palparan in the farm. The former general is being hunted by authorities for his alleged involvement in the 2006 kidnapping of two University of the Philippines students.

type='html'>MANILA, Philippines – Kapamilya star Anne Curtis received the FAMAS Best Actress award for her role in Star Cinema's "No Other Woman".

Curtis bested 7 other actresses nominated for the award, including Angel Locsin, Pokwang and Cristine Reyes.

The award is the first FAMAS trophy for the 27-year-old actress.

Thank you so much to the board member and jurors of FAMAS for giving me the Best Actress award for No Other Woman. From the bottom of my heart. Thank you so much,” Curtis posted on her Instagram account after the 60th FAMAS Awards held at the Manila Hotel on Tuesday.

Other Kapamilya stars bagged trophies from the prestigious awards, including Angelica Panganiban (Best Supporting Actress – “Segunda Mano”) and Xyriel Manabat (Best Child Actress – “A Mother's Story”).

The action film “Manila Kingpin: The Asiong Salonga Story” was a big winner at the awards show, winning Best Picture, Best Actor for Jeorge Estregan, and Best Supporting Actor for Baron Geisler.

Jessy Mendiola, Enrique Gil and Daniel Padilla, meanwhile, were among the young stars recognized with the German Moreno Youth Achievement Award.

Reichelt goal lifts Philippine Azkals past Guam

type='html'>The Philippine Azkals vanquished a young Guam team, 1-0, in their opening game in the 4-nation Philippine Football Peace Cup at the Rizal Memorial Stadium on Tuesday.

Patrick Reichelt saved the Azkals from a scoreless draw by scoring his first international goal for the Philippines in the 81st minute.

Running from a corner, the Filipino-German recovered a loose ball and headed it past the goal keeper’s grasp and into the net.

“Actually, the keeper was doing a good job the whole game, he was like the best player of Guam, then I saw the ball coming to me, the players were disturbing him, I took the chance and got in and got the goal,” said Reichelt.

Immediately after scoring the Azkals’ lone goal, he ran towards the stands and blew a kiss to his mother.

He said he was fortunate to score the goal during his mother’s 1-day stay in Manila.
“It was like a dream come true because my mom is here spending 2 weeks from Germany, she was staying in Cebu but came here to Manila for just 1 day,” said Reichelt.

The Azkals nearly made it 2-nil against the visiting team, but the successive shots made by OJ Porteria and Marvin Angeles in the 88th minute were both blocked by Guam’s Douglas Herrick.
Prior to Reichelt’s goal, the Filipinos missed several attempts despite displaying an improved passing game.

Partly to blame was Guam’s tight defense. The visiting team positioned their players close to their goal, enabling them to withstand the Azkals’ attacks in the first half.
The Filipinos made adjustments in the second half, creating more scoring chances through better ball movement.

The Azkals tallied 19 attempts at the goal--10 were on target--against Guam’s 9.

The Azkals are ranked 150th in the world, while Guam is listed No. 185.

The Philippines battled Guam minus British-Filipino siblings Phil and James Younghusband.

The Azkals are currently at the top of the standings with 3 points, followed by Taipei and Macau with 1 point each. Guam is scoreless at the bottom of the list.

The Philippines will next face Macau on Thursday at 6:30 p.m.

Ferdinand “Bongbong” Marcos Jr. flirts with idea of running for president

type='html'>MANILA, Philippines – Still four years before the 2016 elections but Senator Ferdinand “Bongbong” Marcos Jr. is now tickled with the idea of returning to Malacañang,  his home for more than 20 years before his father, the late dictator Ferdinand Marcos, was toppled in an uprising in Februrary1986.

The senator could not hide his excitement when a reporter teased during a press conference on Wednesday that he should consider running for president in 2016.

“You, you work for it. Let’s see how it will turn out. Who knows..,” Marcos told the reporter in jest. He did not elaborate.

The senator also admitted that he was “extremely” excited about the new partnership of his group, the Nacionalista Party, with President Benigno Aquino III’s Liberal Party. The two parties forged a partnership for the 2013 elections.

“Very excited, extremely excited. Finally, I’m not in the opposition after what, 15 years..? It’s a new experience for me,” he said.

And Marcos did not mind sharing a stage with Aquino to endorse common candidates in next year’s election, saying he had been accustomed to such situation with the President several times.

“So what’s wrong with that?  You see you can’t get [past 1986]. We already passed ’86…been there , done that…,’” he said.

Marcos clarified though that the partnership between LP and NP was only for  tactical alliance for the polls, and not for something else.

“This is for election [purposes]. This is not for policy [reasons]… not for ideology or policy. Our parties are only for the election,” he pointed out.

type='html'>MANILA, Philippines -- Now that he is in a relationship, Jericho Rosales prefers not to reprise his team-up with his former on- and off-screen partners.

"The problem is 'yung buzz about the personal life will be noisier than the project," Rosales told entertainment website PEP, when asked about the possibility of co-starring in a project with his former girlfriends.

Having started in show business in 1997, most of Rosales' romantic relationships bloomed from having shared projects with women.

Among those said to have been in a relationship with the Kapamilya actor over the years are actress Angelika dela Cruz, model Cindy Kurleto, and TV host Cesca Litton.

Notably, he was also in long-term relationships, at different times, with actresses Kristine Hermosa and Heart Evangelista.

Evangelista is now rumored to be in a relationship with Sen. Francis "Chiz" Escudero, while Hermosa is now married to actor Oyo Boy Sotto.

According to Rosales, "there have been offers to do films with my [ex-girlfriends]," but the 'Dahil sa Pag-Ibig' star pointed to his respect for his current flame, TV host Kim Jones, in deciding to pass up on such projects.

"To be honest, even though you are respected by your partner, ibigay mo na lang sa kanya ‘yon. Bonus na ‘yon. I mean, the best thing na puwede kong ibigay sa partner ko is security," said Rosales, referring to Jones.

The dramatic actor also expressed happiness, only a few weeks later, over having met Jones family in Australia, where she was raised.

type='html'>MANILA, Philippines - Comedian-host Vice Ganda expressed sadness that the FEU Tamaraws, the basketball team of his alma mater Far Eastern University, did not make it to the Final Four of UAAP Season 75.

The De La Salle Green Archers shot down the FEU Tamaraws, 69-66, to win their playoff game for the last Final Four slot last Wednesday.

The actress-host, dubbed as the country's "Multimedia Queen," believes she is old enough to wear a bathing suit for the big screen.

"First time ito. Para kay direk (Wenn Deramas). Ngayon lang, sandali lang 'yung eksena na 'yon," said Gonzaga, who stressed that she did it because she trusts the movie's director.

"Si direk Wenn [napapayag ako]. Kasi alam ko naman kapag si direk Wenn ang gumawa ng eksena ay hindi naman bastos eh. Comedy kasi ang ginagawa namin. Hindi naman ito 'yung maselang pelikula na may mga love scene or bed scene," she explained.

Santiago urges government to borrow money locally

type='html'>MANILA, Philippines – Senator Miriam Defensor Santiago has advised the government to borrow money locally instead of from other countries, saying that borrowing from foreign sources has a negative effect to Overseas Filipino Workers (OFWs).

When the government borrows from abroad it increases the amount of dollars in the country lowering the exchange value and strengthening the peso currency, she said.

“For OFW workers, if the peso is strong, the value of their remittances goes down so they have to send more dollars to their families who live on a peso budget. Either they draw on their savings from abroad or they borrow. Either way, their response is not sustainable and poses more hardship for them and their families,” Santiago said during a recent business forum in Bacolod.

“Borrowing from local sources will also help Filipino savers. On the other hand, borrowing from abroad will only help foreigners,” Santiago added.

She also cited the weakening global economy as a cause for concern that should deter the government from borrowing abroad. The Bangko Sentral ng Pilipinas (BSP) has more than enough dollar reserves to finance the government, she said.

“The Bangko Sentral ng Pilipinas (BSP) has offered to accommodate the government’s foreign exchange needs. It has $80 billion gross international reserves. I advise the government to take on BSP’s offer. It’s a win-win situation for both,” Santiago said.

Santiago also pointed out the flow of “hot money” into the country as a cause for concern. The country’s high interest rates, compared to the developed world’s near-zero interest rate, was attracting a large amount of investible short-term funds, she said.

“The Philippines happens to be an attractive place for such short-term funds. With its relatively high interest rates and the strong likelihood that the peso will continue to appreciate in value, it makes sense to park one’s investible funds in the Philippines,” Santiago said.

“But while this is good for short-term foreign investors, it wreaks havoc on the domestic economy. Imagine how the strong peso has adversely affected the lives of many overseas Filipino workers and workers in exports businesses,” she added.

Santiago also praised the Philippine economy for a “respectable” 6.1 percent growth in the first half. She however questioned whether the growth was inclusive and could be sustained.

She cited statistics showing that 2.8 million Filipinos are unemployed while 8.5 million are underemployed as of July 2012.

“While the government continues to trumpet the economy’s growth, the more important question is whether this growth is inclusive and sustained. This means that economic growth must benefit the great majority of our people,” Santiago said.

Winsome ‘losers’

But, watching their movie renders those questions moot and insignificant—because, as it turns out, you won’t find a better film in the rom-com’s genre this year!

“Of All The Things” follows a deceptively simple story—about Emil “Umboy” Arellano (Muhlach), a wired-to-succeed law-school graduate whose life is put on hold when he unexpectedly flunks the bar exams. Scared at the thought of failing again, he decides to work as a fake notary public!

Constant reminder
 
Enter “professional” fixer Bernadette Pamintuan (Velasquez). She may not be as bright nor as beautiful as the lawyer girlfriend Umboy broke up with (“She’s a constant reminder of my failure,” he explains), but she more than makes up for it with her go-getting, social-climbing, ma-abilidad (resourceful) ways.

In fact, romantic sparks don’t fly the first time the two “losers” meet. But, when Bernadette finds herself in a legal bind and sees a chink in Emil’s almost impenetrable armor, she seizes the opportunity to take advantage of the vulnerable bachelor’s under-utilized legal expertise. And, just when they least expect it, they realize there’s more to their idiosyncratic partnership than meets the eye!

We’re more than happy to see Bernal recover from the shrill and livid comedic yarn-spinning of “Kimmy Dora and the Temple of Kiyeme.” Her latest offering may not be roll-in-the-aisle funny, but when it isn’t yanking at viewers’ heartstrings, its unforced situational gags will have them chuckling heartily.

Bernal surrounds Umboy and Berns with quirky but “relatable” characters, credibly realized by Tommy Abuel (Aga’s father), Mark Bautista (as his cousin), and Gina Pareño, John Lapus and Jojo Alejar as Regine’s mother, gay BFF and kooky suitor, respectively.

As it pays tribute to the bond that binds Pinoy families, the fast-paced and quick-witted movie successfully does away with most rom-coms’ over-the-top pa-kwela and pa-tweetum schtick—which only underscores why Aga is still the dramatic matinee idol to beat. His character wears his proud and bitter heart on his sleeve and the actor doesn’t require protracted dramatic soliloquies to convey heartbreak, wistful regret, resignation, acceptance and hope.

Award-worthy moments
 
Muhlach’s award-worthy moments include a scene where he verbally assaults Velasquez for her unsolicited help, and when the pitch-perfect Abuel confronts his stubborn son for his refusal to take the bar exams again.

If Aga makes his dramatic moments soar, Regine aces her complex comic zingers with flying colors—and delivers the most textured performance of her career, to date. Yes, she still has some of her post-partum heft, but she’s admirably shed much of it.

Truth is, Aga and Regine’s extra “baggage” hardly matters when you see their stellar personas vanish into the background to shine the spotlight on their down-on-their-luck characters. You won’t find “losers” as winsome as they are!

Hectic ‘homecoming’ for Jessica Sanchez

type='html'>JESSICA Sanchez was the best singer on “American Idol, Season 11.” When it comes to shining in press cons, however, Jessica is still a tyro. When “AI’s” Top 10 met the press at the Manila Hotel to promote their recent concert at the Araneta Coliseum, she spoke confidently for a 17-year-old, but her replies were full of generalities and motherhood statements.

I asked her what it was like performing at the Democratic National Convention, where former president Bill Clinton was present. She said she was shivering, and that was all she could say. She said she wasn’t disappointed when she got the lowest number of votes during the Top 7 competition and would have been glad to go home. She was surprised when the judges came onstage to save her from elimination. Again, more generalities and few details.

In time, she should be able to learn to give more details, relate anecdotes about events, and even crack jokes. I did get some interesting trivia from her: She’s not a fan of Mexican cuisine, because her mom only serves Filipino food at home. I guess her dad, who’s Mexican, doesn’t cook. Her favorite Pinoy dish is sinigang na baboy. She only knows one Filipino song, “Ikaw.”

I asked her about her coach, who got a car during the finale. She said she didn’t have a coach—she called him his mentor. She clarified that it was her mom who had helped her with her singing. So, I asked if her mom was a singer. She replied in the negative, but said she was the one who really drove her to succeed.

Although she’s staying one week longer than the other Idols, Jessica says she’ll have too little down time to visit her hometown in Bataan.

Endorsements
What will keep her busy after the concert? Just like the other Pinoy Idols before her, Jessica was able to bag some endorsements from local companies. She’s doing an ad for Bench, and there’s talk that Jollibee has signed her up. (She is, however, mum on this matter.)

Asked about published stories that she might be doing “Miss Saigon,” she replied that there’s been no formal offer. She has seen the musical and would like to audition if given the chance. She’s appeared in high school plays in Chula Vista, California, but she hasn’t done any musicals. She also admitted that there are on-going talks about her doing solo concerts in the country.

Toni says ex-suitor now 'rumored to be gay'

type='html'>MANILA, Philippines – A former suitor of Toni Gonzaga is now rumored to be gay, according to the actress-host.

Gonzaga was at a loss for words when asked if she has been ever wooed by a man who turned out to be a homosexual. The question was fielded during a recent press conference for the actress' new film "This Guy's In Love With You Mare," which tackles a similar situation for its story.

"Hindi ko alam, e. Hindi ko alam na mare, ang alam ko pare. Hindi ko alam e. Mahirap 'yung tanong… ano na lang, world peace na lang," Gonzaga was quoted as saying by entertainment website Philippine Entertainment Portal.

Prodded to share further details after the press conference, the Kapamilya actress said she remains friends with the former suitor in question, and that her knowledge of his sexual preference is only built on rumors being spread.

In "This Guy," Gonzaga's character is shown to be in the same predicament, as a heart-broken gay man (Vice Ganda) pretends to have feelings for her as his way of making revenge over losing his boyfriend (Luis Manzano) to Gonzaga's character.

Produced by Star Cinema and Viva Entertainment, "This Guy" is the follow-up big-screen outing of director Wenn V. Deramas to the all-time highest-grossing local film "The Unkabogable Praybeyt Benjamin," which also starred Vice Ganda.

"I couldn't [get back to normal] at the time and I wanted to let go all of it -- all of the pretense," Concepcion told lifestyle magazine Mega in its September 2012 issue.

In an interview on the late-night newscast "Bandila," Ate Gay said Aunor will make a special guest appearance at his concert, which owes largely to her being a local film icon.
According to the comedian-singer, comparisons to the veteran actress paved the way for his showbiz career.

Rhian Ramos case started online libel clause: Sotto

type='html'>MANILA, Philippines – Sen. Vicente “Tito” Sotto III on Wednesday admitted he asked for the inclusion of an online libel clause in the new Anti-Cybercrime Law due to online sex scandals and intense cyberbullying against celebrities.

Speaking to radio dzMM, Sotto said he asked the bill’s sponsor, Sen. Edgardo Angara, to include a provision on online libel last December due to various scandals involving actresses Rhian Ramos, Janelle Manahan, Maricar Reyes and Katrina Halili.

“Nagkaroon ng malaking problem yung kabilang istasyon. Kung natatandaan niyo yung tungkol kay Rhian Ramos. Yung sa YouTube may mga lumabas. Kine-claim nitong si DJ Mo di raw galing sa kanya meron daw nag-upload at kung ano-anong kasiraan yung inabot ni Rhian Ramos. Abortion, ganyan. Nakarating pa sa Facebook yun at sa Twitter,” he said.

He added: “Hindi lang yun. Meron din before that merong problema yung kay Katrina Halili at kay Maricar Reyes. Meron din yun kay Ramgen Revilla silang mag-boyfriend.”

Ramos came under intense online ridicule due to scandalous allegations by her ex-boyfriend Mo Twister in a video clip posted on YouTube last November. Ramos’ camp later sued Mo, real name Mohan Gumatay, for violation of Republic Act 9262 or the Anti-Violence Against Women and their children (VAWC) Act of 2004.

Reyes and Halili were linked to a sex scandal, which became the topic of a Senate inquiry in 2009.
A sex video of Manahan was also leaked online last December 2011 after she linked family members of her boyfriend, Ramgen Revilla, to his murder.

Sotto said he asked Angara to include a provision against cyberbullying and online libel because he heard news that Ramos’ lawyer could not legally act on the posting of Gumatay’s video.
He said the Anti-Cybercrime Law is supposed to “police cyberspace” due to issues on cybersex, online pornography, identity theft, fraud and online libel. He said none of the senators who signed the bill objected to his suggestion.

“Social media is media. Papaano yung mga binababoy, yung mga binabastos? Kanino sila tatakbo? Yung iba kasi na pumapalag diyan kasi hindi sila nabababoy at nababastos. Pero kapag nabababoy at nababastos ka, papaano ka? Wala kang pupuntahan,” he said.

Various groups have criticized controversial provisions in the Cybercrime Prevention Act of 2012, particularly Sec. 4(c)(4) which criminalizes libel not only on the Internet but also on "any other similar means which may be devised in the future.”
The Supreme Court has received 7 separate petitions urging the court to declare as unconstitutional the controversial provisions.

‘Divine providence’

The senator also denied that the online libel provision was a last minute insertion after he became the target of online ridicule due to alleged plagiarism of blogs and other online resources. He said he made the proposal around December and it was included in the committee amendments in January.

“Hindi isiningit. Pinadudumi nila yan, sinisiraan na naman ako ng ibang tao, sinasabi na isiningit ko lang dahil inaatake ako ng Agosto-September. Ako ba’y may bolang kristal? Na malalaman ko Agosto-Setyembre na aatakihin nila ako? Hindi,” he said.

Sotto said that while he has no plans of using the law to sue his online critics, he believes the insertion of the online libel clause was “divine providence.”

“Siguro divine providence na binigyan ako ng ganyang pagkakataon na ganun pero bale-wala sa akin yun. Wala naman akong i-cha-charge. Pagtatawanan ko na lang. Ika nga, Diyos na ang bahala sa kanila. Pero hindi nila pwedeng gawin sa ibang tao,” he said.

“Moralidad ang isyu dito. Kaya lang naman natin binabantayan ang cyberspace dahil sa moralidad ng mga kabataan nababastos din, nabababoy,” he added.

Derek willing to work with John Lloyd, Angelica

type='html'>MANILA, Philippines -- Actor Derek Ramsay is open to working with former girlfriend Angelica Panganiban and her rumored boyfriend actor John Lloyd Cruz.

In an interview during a press conference for his film "A Secret Affair" on Monday, Ramsay believes that it would be easier now to work with Panganiban since they are no longer together.

As for Cruz, Ramsay said it would be an honor for him to work with Cruz, who's considered the country's most bankable actor.

"John Lloyd (is the) No. 1 leading man. I can learn a lot from him which I did noong naka-trabaho ko siya dati. I don't think he also has bad blood against me," Ramsay added.

Ramsay stressed that he and Panganiban already moved on after their breakup in May.
"The focus is back. The crying has been done. It was nice to go through a breakup," he said.

Netizens rally vs Anti-Cybercrime law

type='html'>MANILA, Philippines - Various groups opposing Republic Act (RA) No. 10175 or the Cybercrime Prevention Act trooped to Padre Faura in Manila to call on the Supreme Court (SC) to strike down controversial provisions of the law and restrain government from implementing these provisions.

Their protest action, dubbed 'Black Tuesday,' began at around the same time the justices of the high court sat in en banc session, and on the agenda, the various petitions against the legislation. To date, there are 7 petitions filed against RA No. 10175.

The protesting groups used different antics to dramatize their cause.

Bagong Alyansang Makabayan (Bayan), one of the petitioners, held the usual program with loud speakers in tow. They were led by Bayan Muna Rep. Teddy Casino who said the version of the law passed at the lower House did not include, for example, criminalizing libel in cyberspace, the takedown powers of the Department of Justice (DOJ) over websites, and the monitoring of correspondences and data traffic of subject persons and sites.

The Philippine Internet Freedom Alliance or Pifa, for its part, brought a tarpaulin that read: 'Stop Cyber Martial Law.' Its members were gagged with black tape to symbolize government's "silencing" of their rights to free speech, among others.

The group said the freedom to use the Internet to express their advocacies as well as criticize government is very important to them.

Pifa is an advocacy group. It has a website that opens discussions on various proposed legislations and public projects.

A social networking group, headed by popular personality Marlene Aguilar and her Facebook friends, also came. They were a bit bold -- putting up the dirty finger to express their dismay to the assailed law.

Aguilar warned President Aquino that Anonymous Philippines, the group behind the defacing and hacking of government websites, is only a fraction of what she called Anonymous Global, which is ready to attack Philippine websites to no end in protest of RA No. 10175. Aguilar said this is an "army" Pres. Aquino cannot defeat.

A group of photographers-bloggers also came to take part in the protest.
The Manila Police District sent anti-riot policemen who were monitoring the protest action as it progressed.

Petitioners against RA No. 10175 before the high court are the following: Louis Biraogo, Disini, et al., ALAM party list, Sen. Teofisto Guingona III, Adonis, et al., Palatino, et al., and Bayan et al. u
Collectively, the provisions of the law they want declared unconstitutional are the following:

-- Sec. 4 (a)(3), which includes data interference, defined as "the intentional or reckless alteration, damaging, deletion or deterioration of computer data, electronic document, or electronic data message, without right, including the introduction or transmission of viruses," in the list of cybercrime offenses;

-- Sec. 4(b)(3), which lists computer-related identity theft, defined as the intentional acquisition, use, misuse, transfer, possession, alteration or deletion of identifying information belonging to another, as one of computer-related offenses;

-- Sec. 4(c)(4), which criminalizes libel, not only on the internet, but also on "any other similar means which may be devised in the future;"

-- Sec. 5(a)(b), which identifies other offenses punishable under the law, such as: (a) Aiding or Abetting in the Commission of Cybercrime; and (b) Attempt in the Commission of Cybercrime;

-- Sec. 6, which raises by one degree higher the penalties provided for by the Revised Penal Code for all crimes committed through and with the use of information and communications;

-- Sec. 7, which provides that, apart from prosecution under the law, any person charged for the alleged offense covered will not be spared from violations of the Revised Penal Code and other special laws;

-- Sec. 12, which authorizes the real-time collection of traffic data;

-- Sec. 17, which authorizes service providers and law enforcement agencies to "completely destroy the computer data subject of a preservation and examination" order;

-- Sec. 19, which authorizes the DOJ to block access to computer data when such data "is prima facie found to be in violation of the provisions of this Act;" and

-- Sec. 20, which states that those who fail to comply with provisions of Chapter IV (Enforcement and Implementation), specifically orders from law enforcement agencies, shall face imprisonment of prision correctional (6 months and 1 day to 6 years) in its maximum period or a fine of P100,000 or both, for each noncompliance.

Sharon Cuneta sees nothing wrong with cybercrime law

type='html'>MANILA, Philippines -- Actress-singer Sharon Cuneta, who has been a target of online criticisms, sees nothing wrong with the controversial Republic Act (RA) No. 10175 or the Cybercrime Prevention Act.

In her official Twitter account, Cuneta explained that while she supports freedom of speech, she does not favor anonymous criticism.

"Madaming nasasaktan kasi nagtatago sa ibang identity ang iba at tumatapang. Wala nang privacy ang mga tao. Pag may free speech, dapat may responsibility. Eh ang iba parang 'di na tayo human beings, wala nang delicadeza. Dapat lang ma-punish ang mga naninirang puri. Pag sinira mo ang pangalan ng isang taong wala naman masamang ginagawa, para mo na siyang pinatay," Cuneta said when asked by one of her followers about her stand on the new law.

She added: "I'm all for the punishment of cybercrime. Some people have just gone too far."

"Cybercrime law? If you're a decent person to begin with, WHAT'S THERE TO FEAR? Ano 'yon, ang pumiyok, guilty? @ciara_anna," she told.

It was Cuneta's uncle Senator Vicente "Tito" Sotto III who proposed the online libel provision into the Cybercrime law.

Jericho Rosales says he's happy for Heart, Chiz

MANILA, Philippines -- Actor Jericho Rosales is happy for his ex-girlfriend actress Heart Evangelista, who's now being romantically linked with Senator Francis "Chiz" Escudero.

"Wala na ako doon. Tapos na 'yung chapter ko. It's their time," he said.

"It's not the first time that it happened. It happened with Kristine (Hermosa) before, hindi ba? Support naman ako, game ako doon. I'm happy for them," Rosales told reporters during the press launch of his latest album "Korona" on Tuesday afternoon.

Last month,  Escudero met Rosales, who is said to be the "one true love" of Evangelista, on "KrisTV."

For his part, Rosales said it was a really fun experience meeting the senator, whom he described as a "cool guy."

"Chiz is a cool guy, wala namang awkwardness, cute lang," Rosales said.

Asked if he is still in touch with Evangelista, Rosales replied: "Hindi kami nagko-communicate. I don't think there's a need to comunicate. She's okay. Of course, I wish her well."

Aside from "Korona,"  Rosales is also set to go to South Korea to attend the 17th Busan International Film Festival, where his film "Alagwa" will be shown.

Kris calls man claiming to be her husband 'crazy'

type='html'>MANILA, Philippines -- Actress-host Kris Aquino was surprised when a man running for next year's senatorial elections claimed to be her husband.

Aspiring senatorial candidate Daniel Magtira listed "Kris Aquino" as his wife in his certificate of candidacy. Although in an interview, he clarified that he is still courting Aquino, who he said will help him reach his ultimate goal: to be a recording artist.

Ako'y nakikipag-ugnayan kay Kris Aquino sa 'Pilipinas Got Talent,'" Magtira said, referring to the popular talent search where Aquino is a judge.

Magtira, who also claims to be a rock star, said he has joined several talent shows but always failed to get in.

On her talk show "KrisTV" on Wednesday, Aquino discussed Magtira's claims.
"Nagulat talaga ako. Baliw talaga siya," she said.

Aquino stressed that she is not yet free to re-marry since she still doesn't have the certificate from from the National Statistics Office (NSO) which states that she's single again.

Aquino's marriage to basketball player James Yap was annulled by the court last February.

"Mayroon pa pala kasi akong isang papeles na kulang. Pinaalala ng mga lawyers ko sa akin. Kasi hindi pa tapos ang total na hatian namin ng property," the actress-host said.

Aquino even joked that perhaps her brother, President Benigno Aquino III, ordered to NSO not to give her the certificate so she could not marry again.

"I have my annulment and I feel ayaw ibigay siguro sinabi ni PNoy huwag niyo ibigay para huwag na ikasal ulit," she said.

"Pero totoo, wala pa talaga 'yon. Kasi mayroon pa kaming tatlong property ni James, dalawa doon sa kanya, isa sa akin. At mayroon pa kasi akong kailangang i-settle... so hindi pa," she said.

No TRO on cyberlaw

type='html'>Netizens beware. Republic Act No. 10175 or the Cybercrime Prevention Act, which among other things provides for blocking certain computer data and for longer prison terms for those found to have committed libel, is now in effect.

The cybercrime law becomes effective starting Wednesday because the Supreme Court has not issued a temporary restraining order  sought by various individuals and groups opposed to the new law.
“The Supreme Court did not issue a TRO in the Cybercrime Prevention Act of 2012 petitions which are up for further study,” said Ma. Victoria Gleoresty Guerra, acting chief of the high tribunal’s public information office.

The justices held their regular full court session Tuesday with 10 justices in attendance. Guerra said four justices were absent—Diosdado Peralta, Lucas Bersamin and Mariano del Castillo were attending a conference in Croatia, while Roberto Abad was on personal leave.

Justice Secretary Leila de Lima said RA 10175 would take effect even if it did not have implementing rules and regulations (IRR).

“Effectivity of that law is not conditioned upon the adoption of the IRR and the setting up of the Office of Cybercrime. No legal impediment for the law’s implementation, given the absence of a TRO or injunction,” she said in a text message to reporters.

Seven petitions have been filed in the high court questioning the constitutionality of several provisions of the new law and asking it to issue a TRO.

The law raises to more than 14 years in prison the cumulative penalties for a single act of online libel. It also guarantees imprisonment as the accused is ineligible for probation.

Fr. Joaquin Bernas, a lawyer, described as “most disturbing to many”  Section 19, which says: “When  computer data [are] prima facie  is found to be in violation of the provisions of this Act, the DOJ [Department of Justice] shall issue an order to restrict or block access to such computer data.”

The petitions were filed by Sen. Teofisto Guingona III, Alab ng Mamamahayag party-list group, businessman Louis Biraogo, a group led by lawyer Harry Roque and columnist Ellen Tordesillas, cyberlaw experts led by lawyer Jose Jesus Disini, a group led by Representatives Raymond Palatino of Kabataan and Antonio Tinio of ACT Teachers, and another group led by Bagong Alyansang Makabayan and National Artist for Literature Bienvenido Lumbera.

Guingona said he was disappointed that the Supreme Court deferred the hearing of the petitions.
“I respectfully ask the high tribunal to resolve the issues and act on the petitions immediately to prevent further harm to our cyberusers. The implementation of the law will take back our citizens to the Dark Ages where freedom of speech and expression was not recognized,” he said.

Guingona said he would continue to be with the citizens and Internet users in “this fight to ask the Supreme Court for a temporary restraining order and to finally repeal some vague and oppressive provisions of the newly enacted law.”

“Let me say this once again, the state has no right to gag its citizens and convict them for expressing their thoughts. The Philippines is a democratic country,” Guingona said.

“The Filipinos should never be left to cower on the sidelines—their thoughts and voices should not be shackled by fear and intimidation. The people should not be afraid of its own government,” he added.
Palatino also decried the Supreme Court’s inaction on the petitions. “To that we say, absence makes the Internet grow darker,” he said.

He was referring to online protests against the law, which consisted of blacking out websites and profile pictures in social networking sites.

As the justices met, about 100 members of the Philippine Internet Freedom Alliance (Pifa), composed of different organizations of netizens and bloggers, staged a “silent protest” in front of the Supreme Court building on Padre Faura Street in Manila to show their opposition to the law and to call on the justices to issue a TRO.

With their mouths covered with black electrical tapes, the protesters carried plain black placards and a huge streamer printed with the words, “Stop Cyber Martial Law.”

“The cybercrime law is undemocratic and has negative implications on the right to free speech and privacy. The cybercrime law is testing our country—whether we’re truly a democracy or just a democracy on paper,” said Red Tani, president of Filipino Thinkers, a member of Pifa.

Ayeen Karunungan, council member of Dakila-Philippine Collective for Modern Heroism, said it was ironic that while the country was commemorating the 40th year after the declaration of martial law and crying “Never again!” the cybercrime law was signed.

“Real democracy allows the right to free speech as it is fundamental in people’s participation in governance. Enacting the law is the death of that right,” Karunungan said.

Pifa has called on people who could not attend street protests to do “an online blackout” of their websites and social media pages.

On Facebook, some members have replaced their profile pictures with black screens and logos protesting the cybercrime law. Others posted “shaded” comments to demonstrate their fears of possible government censorship of online activities.

Seeking amendments
 
As online protests intensified, lawmakers moved to amend the cybercrime law on the eve of its implementation.

Sen. Francis Escudero, who earlier admitted to missing the inclusion of libel in the new law when he voted in its favor, on Tuesday filed a bill seeking to repeal the provision.

“[With] today’s modern technology, the crime of libel does not only prove antiquated but to the contrary even overarching as a state tool to restrain freedom of speech,” Escudero said in his explanatory note in Senate Bill No. 3288.

Escudero said this was evident in the passage of the cybercrime law which broadened the coverage of the crime of libel to include even those with the use of “computer system or other similar means that may be devised in the future.”

“This must never be countenanced if only to remain consistent with the constitutionally prescribed freedom of the press,” Escudero said.

Online petitions
 
The delay in the high court’s  decision on the petitions will give other groups an opportunity to file a similar suit.

Pifa said it would file its petition against RA 10175 on Monday.

The National Union of Journalists of the Philippines said it would file a separate case. It posted its petition online (http://www.nujp.org/no-to-ra10175/) to solicit signatures from individuals and organizations.

Kabataan party-list group set up an online petition (http://www.change.org/petitions/junk-the-cybercrime-prevention-law) calling on President Aquino, Congress and the Supreme Court to junk the law. It had gathered 36,000 signatures as of 4 p.m. Tuesday.

In the House of Representatives, Bayan Muna Rep. Teodoro Casiño and Palatino filed a bill also seeking to repeal several provisions of the cybercrime law.

One degree higher
 
Casiño said one of the threats in the new law came from Section 6, which says that all offenses defined under the Revised Penal Code (RPC) and special laws, such as libel, committed through information and communication technologies, shall be charged with a penalty one degree higher than that provided in the code.

“By imposing a penalty one degree higher than what had been stated in the RPC on libel, longer prison terms are guaranteed for persons found to have published or posted material containing libelous remarks online,” Casiño and Palatino said in the explanatory note.

The lawmakers also assailed the provision that allowed government agencies to disclose, preserve, search, seize and destroy computer data.

The law, they further said, would have a “chilling impact” on bloggers, online journalists and other Internet users because websites could be taken down without due process.

Casiño said amending the law would bring it back to its original intention of combating websites on child pornography, data and identity theft, and other Internet scams.

One of the House authors of the law, Aurora Rep. Juan Edgardo Angara, said he was open to discussions about amending the measure. He said he was amenable to making penalties for libel civil rather than criminal.

Hacktivists not violating new cyber law

MANILA, Philippines - Hack attacks launched by an anonymous group of hacktivists against government websites are not considered as a violation of the Cybercrime Prevention Act of 2012, the government said Wednesday.

"The recent website defacements are essentially the expression of our hacktivists on what they believe to be an unjust law. We understand that they have legitimate grievance," said Undersecretary Louis Casambre, executive director of the Department of Science and Technology's Information and Communications Technology Office (ICTO).

Casambre added that the government is treating the attacks carried out by the group calling itself as "Anonymous" as "more of vandalism rather than a cybercrime as defined in the [Republic Act] 10175."

The ICTO chief said that as long as the group is not disrupting the online services of the government, the government will not pursue the hacktivist and file cases against them under the new cybercrime law.

The hacktivists' group launched "Operation Philippines" on Wednesday, the first day implementation of the Cybercrime Prevention Act, targeting at least 20 government websites.

As an initial salvo, the group carried out pre-dawn attacks on the websites being maintained by Malacanang, www.gov.ph, and those being maintained by the Senate and the House of Representatives.

More websites were also defaced including that of Sen. Vicente Sotto III, who is being tagged as responsible for the inclusion of the online libel provision in the new cybercrime law.

Casabmre said that the government will pursue the group only after they have attacked websites that are offering online services to the public, such as the"As long as Government services to our citizens are not disrupted, we do not intend to pursue this matter. However, if the other government agencies that have been affected wish to, we cannot stop them," he said.

He added: "This recent spat of hackings only underscore the need for our government web administrators to improve their cybersecurity measures on their websites."
He said that as of now, the government has no cybersecurity policy, which will be addressed by the new cybercrime law.

"We can now have one as the national cybersecurity plan to be developed by the CICC (Cybercrime Investigation and Coordinating Center)," he said.

Casambre had said that Filipino netizens should give the new cybercrime law a chance. He said that the government will address the concerns of the online community in the creation of the new law's implementing rules and regulations.
